The following is a summary of the ongoing operations on Earth of the Alliance's Project Terra. It is by no means thorough, and much data and information remains classified. Its function is to provide a basic understanding of the project for those people who are approved by the directors of Project Terra. In the text, Project Terra will be referred to as PT when appropriate. KLR, 18 June 2008. Note: the raw data was provided to me by the Korendians. The format for presenting it was left to me to decide. Aside from the message quotes on page 4, italicized text represents notes added by me. BR, 22 June 2008. FOREWORD. A Brief History of Project Terra. The first mention of PT was in the report of 25 August 1964. This is a copy of the relevant text: "This meeting is the first of a series, to be held at regular intervals, for the purpose of discussing the progress of our newly-instituted Project Terra. As you all know, up to now, we have concentrated our efforts on completing our underground facilities, rather than on actual work with the Earth people, such that we have not been able to devote our full energies to them. Now that our bases are all in operation, we can begin with the business at hand. This conference will establish a format for Phase One of Project Terra, namely the organization of all the separate divisions in a comprehensive way, and to provide everyone involved with some idea of what is in store. "This conference is being telescreened to all key personnel in the various bases around the world, and they will be able to join us via the telescreen network. "Briefly, let me state our purpose in Project Terra. It is of a three-fold nature: 1: scientific and sociological research; 2: education of the Terrans in the Universal Laws; 3: prevention of worldwide warfare, which will invariably be nuclear. "I'll now turn the floor over to the venerable Akrim-Vesta, the Terra Project Coordinator." The Elder Master commenced. "Thank you. During the past three months, our bases have processed, educated, and turned out into Terran society literally thousands of operatives, into every endeavor that is of importance to Terran life and culture. These men and women are part of a multi-point program, the first four of which I will list at this time: Point 1: infiltration of all Earth governments and agencies connected with the governments, including military operations; Point 2: infiltration of the various public professions, such as religion, entertainment, commerce, industry, education, finance, advertising, etcetera. These operatives are presently dormant, sleepers, as the Terrans might call them, and merely on standby. Point 3: strategic placement in the various communities of operatives who will work quietly to bring about increased interest in the movement. Point 4: placement of operatives in scientific circles to instill this same type of increased interest. The full details are available in the aforementioned report. The actual initiation date for PT was 10 August 1964. Other meetings occurred prior to the one cited above, but it was the first "all hands" meeting. Bob Renaud was invited to attend at the request of Elder Master KALEN-LI RETAN. Inasmuch as he was and is our sole open contact with your people, and he had by then clearly demonstrated his trustworthiness, the Master deemed it advisable to include him in many of our meetings and conferences re PT. We point out that the information re PT in the cited report is largely inapplicable at this time. The meeting occurred before we discovered the Omegan presence on Earth. That discovery required us to discard almost all of our objectives and to formulate an entirely new program for PT. The information to follow is based on the PT of today. No further data will be provided on previous "ups and downs". There have been successes and setbacks, including one "false start" in 1976 where the Alliance was deceived into believing that we had successfully routed the Omegan presence on Earth and elsewhere. It resulted in the decommissioning of most of our Terran and lunar bases and personnel reassignments. We recommitted to Earth in 1984 after discovering that our "success" eight years earlier had been an illusion. Project Terra was resumed at that time and again changed to account for the latest developments. No further information on that will be provided, since it is primarily of historical value. PT is now operated with great flexibility and its focus is on rapid response to a situation in constant flux. Therefore any information on specific operations or policies could be rendered inaccurate or meaningless in a matter of hours. This report will be confined to broad policies and activities that are not subject to "on the fly" changes to address new issues or findings. SECTION 1. Earth Base Locations and Personnel. Massachusetts Complex. The underground facility located in Massachusetts is one of two original facilities on Earth. The other is the California Complex. Like all PT bases, the Massachusetts Complex is under Alliance military control. MassCom (its official designation) is under the region known as the Berkshires. Exact coordinates will of course not be revealed. There were several strategic reasons for locating it there, which are beyond the scope of this report. It had nothing to do with Bob Renaud's residence there. The base had been constructed in its present location for over two years before we became aware of Bob's interest in “flying saucers” and alien presence on Earth. MassCom has undergone two substantial reworkings since it went operational in early 1959. The first was after the 1984 recommitment. It involved considerable reconfiguration for optimum efficiency, including closing areas and opening new ones. The second was a major upgrade of equipment in 1998, but did not entail significant physical alterations. MassCom is the central command for PT on Earth. To appreciate its size, its floor area is 278.6 million square feet, just shy of 10 square miles, on six levels that go down almost 800 feet. The highest point of the base is 285 feet below the surface. Some small-craft entrances are at surface level [BR note: see 28 December 1963 report], with tunnels to the main facility. Shielding makes it impossible for existing Earth technology to detect MassCom, although most of it is located beneath the mountains. MASSCOM BASE STATISTICS. Size 278.6 million square feet. Volume 4.179 billion cubic feet (average ceiling height 15 feet). Access • 12 - small-craft entry points. • 1 - large-craft (100' maximum) entry port. • 74 - teleportals. • • 69 - personnel. • • 5 - cargo/bulk. Power • 2 - 385-megawatt ME generators, one as backup. • 120-megawatt gravitic generators - 6 units - 20 MW each. (for critical and emergency loads). Air and water • Self-contained air-purification and conditioning systems; • Water from natural underground sources, with storage. Communication • Sub-Space T/R - 8,630 channels, all encryptable. • Laser - 710 channels, encrypted by default. • Implant links - 42,600 w/repeaters, world-wide. • Data links - 117,600 channels, all encrypted by default. • Internet connections: • • 1,820 - broadband via dedicated servers. • • 150 - dial-up connections via dedicated server. • • Accessible only via double-password log-in. MASSCOM BASE PERSONNEL. Number • 755 - permanently assigned. • 312 - "rotating" personnel or temps. • 7,880 - field operatives in eastern half of US. • 31,230 - foreign field operatives covering all continents. Officers • E-6 Arken Madril, Base Commander. • E-5 Dorna-Trenn, Base Coordinator. Base Function: Central Control for all Earth-based operations, reports to Plato Complex. MassCom is the primary liaison between the Alliance and the Field Operatives. It also coordinates all of the Terran bases and is the communication link between them and PlatoCom. It can operate autonomously in the event of major problems in the Plato Complex. It includes numerous scientific, cultural and sociological research units for study of Earth and its people. California Complex. Like MassCom, CalCom is one of the original Alliance/Kor facilities. It is located off the coast of California, about halfway up the coastline and about 30 miles from the shoreline. As with MassCom, exact coordinates will not be provided. CalCom is the primary control center for the field ops in the western half of the US plus Alaska and Hawaii. Its major function is as the computer center for Project Terra. Its secondary function is as a focal point for operations involving the Omegans and other hostile forces involved on Earth. This function includes full monitoring of hostile communications and activities, decryption of codes used by hostiles, disinformation to be “leaked” to the hostiles, etcetera. It is in effect the Alliance's version of your CIA/NSA. CalCom also contains extensive scientific and military facilities, the nature of which cannot be described at present. Being located under the seabed of the Pacific poses hazards and complications that are not encountered by any other bases. Access is the primary issue, since any craft other than small scouts and personal vehicles are forced to enter and leave through several thousand feet of ocean water. This is accomplished by a “force field” that punches a temporary tunnel in the water while the craft arrives or departs. Since it uses a prodigious amount of power, and poses the risk of discovery, it is used only when absolutely necessary. As such, CalComp is not considered a "spacecraft-friendly" facility, and very few crafts of 20 feet or more in breadth are stationed there. The four small-craft (< 25') entry points, none located near populated areas, all involve substantial transit times in the necessarily-long tunnels (the shortest tunnel is 53 miles). The portal network is thus highly advanced. It is the primary means of access to CalCom. However, a new craft design being studied for CalCom and similar bases around the Alliance will allow entry and exit directly through the water, and will enable extended sub-surface travel in the manner of submarines. The main portal can then be adapted to function as an airlock in addition to its normal tunnel mode. It is expected that this will be approved within a year, and the necessary construction will be completed by the autumn of 2010. CALCOM BASE STATISTICS. Size 322.9 million square feet. Volume 4.8435 billion cubic feet (average ceiling height 15 feet). Access • 4 - small-craft entry points on the California coast. • 1 - large-craft (200' maximum) entry port, using a force. shield to generate a momentary tunnel through the water. • 108 - teleportals. • • 102 - personnel. • • 6 - cargo/bulk. Power • 3 - 350-megawatt ME generators, one as backup. • 160-megawatt gravitic generators (8 units - 20 MW each). (for critical and emergency loads). Air and water • Self-contained air-purification and conditioning systems; • Water desalinated from sea, with storage. Communication • Sub-Space T/R - 3,112 channels, all encryptable • Laser - 10 channels, encrypted by default - for emergency. use only, since it involves creating holes in the water. • Implant links - 5,834, for field ops and base use. • Data links: 480,000 channels, all encrypted by default. • Internet connections: • • 2,250 - broadband via dedicated servers. • • 200 - dial-up connections via dedicated server. • • Accessible only via double-password log-in. CALCOM BASE PERSONNEL. Number • 815 - permanently assigned. • 220 - "rotating" personnel or temps. • 6,790 - field operatives in western half of US. • 31,230 - foreign field operatives covering all continents. Officers • E-6 Vadras Loren, Base Commander. • E-5 Tamar Kortal, Base Coordinator. Base Function: Project Terra computer operations; Omegan information gathering and compilation, plus intelligence, counter-intelligence and espionage. The base contains many classified scientific and military operations. There are four other subterranean facilities located around your world. Three are spacecraft bases containing several hundred heavily-armed military crafts of various sizes for defensive (and if need be, offensive) deployment. One is located in the Andes in a remote area of Peru. The second is in a sparsely-inhabited area in mainland China. The third is in Egypt. The fourth base is an automated scientific facility in the outback of Australia. It has only a maintenance and scientific crew, usually no more than 25 in all. SECTION 2. Lunar Base Locations and Personnel. The two major lunar bases are located beneath the surface under the craters Plato (located slightly right of center near the top) and Copernicus (located left of center near the bottom). [Note: pointers added 20090209.] A third base under the crater Archimedes (directly below Plato on the map) was a scientific facility. It is mentioned in Bob's report of his first lunar visit of 3-4 December 1966. It has since been “mothballed”, but it can be reopened if a need arises for it. At present it is used as a way station in the transportation tubes between Plato and Copernicus. Note: map and photos provided by BR. Plato Complex. PlatoCom is one of three operating lunar facilities. It is the largest and most populated base in this system. It is located beneath the surface of the crater that you call Plato [the large one shown in this graphic]. PlatoCom is the main base for Project Terra. All spacecrafts from the Alliance stop there when they arrive in this system. All communication between PT and the rest of the Alliance is fed through PlatoCom. It is the training facility for new and returning operatives. And it is the main spacecraft berthing and storage facility for PT. It contains upward of 5000 crafts from small scouts to the three Hyper-Class carriers that are stationed there. PLATOCOM BASE STATISTICS. Size 847 million square feet. Volume 12.65 billion cubic feet including craft hangars. Access • 14 - small-craft entry points. • 3 - large-craft entry ports, including one of 1.96 miles in diameter for the three Hyper-Class carriers. • 522 - teleportals. • • 495 - personnel. • • 25 - cargo/bulk. • • 2 - scoutscraft transporters. Power • 10 - 500-megawatt ME generators. • 800-megawatt gravitic generators (10 units - 80 MW each. (for critical and emergency loads). Air and water • Self-contained air-purification and conditioning systems; • Water - 500-million-gallon storage with purification and recycling Communication • Sub-Space T/R - 16,300 channels, all encryptable. • Laser - 1,480 channels, encrypted by default. • Implant links - 14,900 • Data links - 2,254,000 channels, all encrypted by default. PLATOCOM BASE PERSONNEL. Number • 9,150 - permanently assigned. • 2,060 - "rotating" personnel or temps. Officers • E-6 Alor-Kesla, Base Commander. • E-5 Terak Lokin, Base Controller. • E-5 Petr-Solen, Base Security Controller. Base Function: Main base for Project Terra and all Alliance operations in this system; central arrival point for all Alliance crafts arriving in this system; main spacecraft berthing, storage and maintenance; central communication for all PT functions; training for operatives. Copernicus Complex. This base is located under the crater known as Copernicus. The base is substantially smaller than the Plato Complex. It is primarily for military operations. It includes facilities for extreme-range scanning and detection in both optical and radio bands, both real-space and sub-space. It has a large telescope array for both military and scientific purposes. There is also a hangar complex for crafts of less than 500 feet in maximum width and less than 1000 feet in maximum dimension (e.g., tubular carriers). The present craft contingent is 1718 , the majority being “fighter” crafts of 50 to 150 feet in diameter. There is a housing and training facility for military forces. COPERCOM BASE STATISTICS. Size 328 million square feet. Volume 6.97 billion cubic feet including craft hangars. Access • 10 - small-craft entry points. • 3 - large-craft entry ports, including one of 1.96 miles in diameter for the three Hyper-Class carriers. • 285 - teleportals. • • 260 - personnel. • • 23 - cargo/bulk. • • 2 - scoutscraft transporters. There is a third unmanned communication facility on the “back side” of the Moon, for direct communication to locations that are out of range of communication facilities on the Earth-facing side. It can sustain a small crew for routine maintenance, but is not designed for extended occupancy. SECTION 3. Activities and Policies. Overview. Project Terra's primary purpose has always been Alliance involvement in Earth's scientific, cultural and ethical advancement. However, its direction and focus changed drastically following the discovery of the Omegan presence on Earth in the early 1970s. As our research into it continued, we learned that they had been here since the middle of the 18th century and therefore had a prodigious "head start" and had gathered a lot of momentum. The purpose of the Omegan presence was outlined in two messages posted by Bob to an online bulletin board, after we provided the information without saying too much. The posts are apparently no longer available online. The italicized text represents questions asked by a board member. Message date: 1/28/2005. Q: I don't know a lot so please forgive any ignorant questions I may ask, but I would to hear as much as I can! I was wondering if the intruders are what we call demons... What is to follow has been cleared. The intruders are not demons. The Alliance designates them as "Omegans", which is a reasonably close translation of the Galinguan word, which can't be posted directly because of the lack of a Galinguan font. As for their nature, they are "rebels" from the Confederation. One commonality everywhere is that there are those who lust for power and control. Because of the Confederation's strict, inflexible policies of non-interference, there have been "splinter groups" within it who rebelled against its authority. The Confederation's policies worked against it in this case, because its non-interference directive and its hesitation to use military force allowed the rebels to act with little opposition and no interference. Over time, the rebels began to organize and unite their limited forces until they became a significant presence. However, they lacked an effective military force, and thus did not engage in active attacks on the Confederation. Rather, they spread out throughout this arm of the galaxy in search of non-aligned planets with a history of violence and militarism, coupled with fairly advanced scientific and technological capabilities. The intention is to shape and direct the civilizations' advancement so as to create powerful fighting machines. They have been quite successful on several of the worlds where they infiltrated. Their methodology is always stealth and subterfuge. By infiltrating governments at the highest levels, they create friction and distrust that keeps the people in a constant state of tension and wariness. Simultaneously they work within the sci-tech circles to "invent" new and more efficient weapons and systems to enhance the world's military power and efficiency. When the time is right, the technologies for interstellar travel are introduced. The Omegans then stage an attack, allegedly from Confederation forces, on the premise that the world's military power and space-travel capability are viewed as a threat to the Confederation. The attacks always results in major but non-critical damage and a significant loss of life. The Omegans then introduce themselves and enlist the world's aid in combating the Confederation attackers. The world of course is eager to unite its forces with theirs. Over the centuries, this tactic has created a formidable military force that has become fearless and aggressive. And it is easy to see the process going on here on our little blue marble. The difference in our case is that this is the first targeted world that is in a system under Confederation jurisdiction. The Omegans have become so bold that they are in effect thumbing their noses and daring the Confederation to do anything. Since Earth is the only inhabited planet (despite what has been claimed by others), this system is not a high-priority consideration within the ruling bodies of the Confederation. They posture and protest, but they have offered only token resistance. Q: Have they infiltrated our society so much that they can influence the wars around us so that we are killing ourselves instead of them having to do it? Their control is generalized. They don't direct specific wars or aspects of war, since their purpose is to create another efficient, highly-trained and highly motivated war machine for their future purposes. However, they do manipulate international and internal conditions to maintain the atmosphere necessary to provoke war and enhance the preparations for it. We will never engage in all-out nuclear war. That's not in the program. They need us alive and eager to fight, ergo they won't let us exterminate ourselves and waste a couple of centuries of effort. Message date: 1/29/2005. Q: It all makes very good sense, the worse part is, how do we fight this. To be blunt, we can't fight them directly. It would akin to children playing cops and robbers trying to take on a big-city gang. They have the advantages of technology and indifference to life. We would lose. However, we can impede their efforts indirectly by working to create mindset changes in the people, by what used to be called "passive resistance". In the meantime, Alliance operatives have infiltrated the infiltrators, and are working "behind the scenes" to undermine and ultimately destroy their control. It's not a cold war. There are deaths on both sides. And if even Alliance agents are dying, we stand no chance. "Resistance groups" might work in Hollywood films and TV shows, but in the real world, fighting against an enemy that is vastly superior in power and unhindered by morality is suicidal. Q: the way they are doing it we won't know it till it happens. Exactly, That's the M.O. However, Earth is the first world on which they have encountered opposition that is fully aware of their identity, and that is even more advanced than they are. It's their "test case", if you will. As such, they are expending great effort to maintain and strengthen their hold, without revealing themselves in a way that would lead to massive resistance from humanity. That, unfortunately, would lead to Earth being sent back to the stone age, using our own weapons against us. It would be a last-ditch move, and an admission of defeat, since it would result in our usefulness to them being erased, and their 200-plus years of operations being rendered null and void. Ergo they are restrained by their need for secrecy. This provides the Alliance with an edge, because they can push harder than would be the case if that consideration were not a factor. The Omegans are also constrained by the knowledge that should they decide on a direct confrontation with the Alliance here or anywhere, it would result in their being annihilated in a war "out there" on a scale that we cannot begin to imagine. The Alliance is by nature peace-loving and hesitant to engage in war, but unlike the Confederation, they have a formidable military force and the will to use it if becomes necessary. They have done so. Q: I don't doubt a bit that our government isn't working with the intruders. That requires a qualification. All governments of international importance are working "for" the Omegans, but they are unaware of it. They are being controlled, but with no knowledge of the existence of the controllers. They truly believe in what they are doing because they are being manipulated with great sophistication. History has shown that a few persuasive individuals can incite whole nations to hatred and violence. One infamous example comes immediately to mind. Imagine how effective that can be when the inciters have been doing it for a thousand years on many worlds. They have had a lot of practice. A long time ago, the Roman orator, Cicero, made an observation that is still 100% applicable in our day. "A nation can survive its fools, and even the ambitious. But it cannot survive treason from within. An enemy at the gates is less formidable, for he is known and carries his banner openly. But the traitor moves amongst those within the gate freely, his sly whispers rustling through all the alleys, heard in the very halls of government itself. For the traitor appears not a traitor; he speaks in accents familiar to his victims, and he wears their face and their arguments, he appeals to the baseness that lies deep in the hearts of all men. He rots the soul of a nation, he works secretly and unknown in the night to undermine the pillars of the city, he infects the body politic so that it can no longer resist. A murderer is less to fear." -- Marcus Tullius Cicero 42 B.C. The Omegans did not exist in his era, but the principles that he cited are timeless. The enemy within is always more dangerous than the enemy outside the gates. Q: ...we have become the most powerful nation in the world. We would have anyway. There have always been nations and empires that dominated others, from the Babylonians to the Romans to the Mongols to the British Empire to the Soviet Union. The US is at the moment THE world superpower, but China is emerging as a strong force in world politics. This will become a significant factor in maintaining the state of tension that the Omegan operations require. The aware person can see the guiding hands in the arising of the Chinese to world prominence. Q: We are taking over countries with lies saying we are there to save them..funny..just like what your describing the intruders do when they take over.!!! Again, they don't direct specific actions. They just maintain the state of affairs that leads to actions. Q: It give me the chills to think about it...It is the Armageddon..!! This is the final battle and no one see's it coming! It's all according to the script. The difference is that we have a counterforce in operation here that is upsetting the timetable, so to speak. It is forcing the bad guys to invest far more time, resources and manpower than was necessary on other worlds. It's costing them dearly. And the Alliance is also in very high places around the world, working against the Omegan control. The problem is that the Omegans have been here since the 18th century, whereas the Alliance began their operations in earnest in the early 1970s. Ergo, the "dark forces" have a lot of momentum built up, and they are deeply entrenched in the important nations. This makes the task considerably more difficult. As can be seen, the Omegan presence is long-term, and it is deeply entrenched in Earth's culture. Project Terra's core function is infiltration into every level of human activity that has been in any way compromised or directed by Omegan activity. The primary areas of interest are of course military and scientific, since the Omegans are using them to build a formidable force for future assaults on all-but-defenseless Confederation worlds. The Alliance has achieved a substantial level of penetration, but because the Omegans are acutely aware of our activity, their opposition is unrelenting and savage. They kill their opponents when they are found, usually in brutal ways. We are at a disadvantage in that our implant network is still far from comprehensive on Earth, and our operatives are quite often out of its range. At those times, they are, as you say, on their own. By unknown means, they have a rough map of the areas where the implant net is effective. The Omegans take advantage of that limitation by waiting until their targeted agents are beyond the coverage of the network, and thus cannot be rescued by emergency PTP teleportation. We have lost many good and brave men and women to the Omegans because of the "leak" of information about the net's effectiveness. Fortunately, although the implant net transponders are often in unsecured areas, they are undetectable by electronic means, and they have thus far remained free of damage or destruction. One major thrust of PT activity is expanding the network to include all areas where our operatives are active. At this writing, we have completed about 47% of the desired system. One drawback is that although they are unaffected by most materials, and can work in urban areas with little more problem than in a rural setting, they are limited in their effective range to a radius of just under three miles. You might compare them to your cellular phone network. Because of the range limit, a grid of transponders is required to extend coverage to encompass the entirety of an urban operation center. They are self-powered and can operate for over ten years before requiring replacement. This allows us to site them in places that are seldom or never visited by humans, such as embedding them in the outer walls of buildings. If uncovered by unauthorized personnel, they self-destruct, ergo they remain a mystery. We have lost a few over the years to innocent human activity such as demolition, but typically that cause is public knowledge, and is compensated for in advance by siting a new unit in the immediate area. In response to an anticipated question, there was one in the outer wall of the North Tower of the World Trade Center in New York City. The loss caused an uncovered area in Manhattan for several months, until activity had subsided sufficiently to permit siting two new units to fill the gap. There is no evidence that the Omegans were in any way involved in the events of that tragic day. In fact, they lost several high-level personnel and a vast store of data in the collapse of the South Tower. Returning to our topic, the Alliance has managed to become a major obstacle to efficient Omegan operations. We have impeded or stopped Omegan activities involving "new" non-chemical propulsion systems for space-traveling vehicles. Our information sources revealed that preliminary work had begun on what, on your world, would be called an exotic technology, i.e., "anti-gravity". Through our operatives, we managed to plant some disinformation in high-level military circles. It was effective in instilling doubt in the minds of the officers who would have the final say in approving funding for the research. When the day arrived for the demonstration of the prototype, a few subtle but disastrous changes were made by a deep-cover operative in the computer programs that controlled the system. As a result, the test went totally wrong and the unit ultimately destroyed itself. It wasted $150 million in research funding. The project was mocked and quickly canceled. To this day, none of the involved people have the slightest idea what happened, although they are well aware that the Alliance was behind the failure. It was one small victory, but it gives some insight into the sort of activity that the Alliance is using against the Omegans. While we accept that we're not going to drive them off the planet, we can be unrelenting thorns in their side. Oftentimes, hitting the enemy with delays, setbacks and unexpected expenses is as effective as outright victory, especially when they upset a timetable that has very little "wiggle room". The Omegans are very methodical and inflexible, and they are unaccustomed to what amounts to guerilla warfare. If we were to make a historical comparison with America's Revolutionary War, the Omegans would be the Redcoats, marching and fighting according to their long-established procedures. The Alliance would be the revolutionaries, waging war by devious, unpredictable tactics that the British had never encountered. In war, the side that cannot adapt to unforeseen circumstances always loses. One thing that is in our favor is that the Omegan leadership has been forced to divert time, manpower and financing to Earth that they had not anticipated, and it is negatively impacting their operations elsewhere. While we won't offer any specific examples, since the involved systems are unknown to you, we will say that an encounter between the Omegans and the Alliance that should have been at worst a stalemate became an Alliance victory because of reduced forces due to the situation here. Wearing down the enemy's resolve and hitting them on many fronts is an old standard in the art of warfare. SECTION 4. Present-Day Information. While specifics of our activities on Earth are for the most part highly classified, the following will bring the reader up to date on the basics of the ongoing Project Terra program. Alliance field operatives. As would be expected, our operatives are concentrated in the nations that are "major players" in world affairs. As of 12 June 2008, the number of operatives in those countries are as follows (1000+ only): WORLDWIDE FIELD OPERATIVES. United States 7,623. China (PRC) 6,812. Russia 6,108. Israel & Mideast 5,733. United Kingdom 3,280. France 2,050. Australia 1,822. Germany 1,516. India 1,384. China (Taiwan) 1,182. Japan 1,075. 38 other countries have operatives at work, but the counts range from 812 to 177. Those countries are being monitored, but they play little or no active role in matters that Project Terra is addressing. The ones listed above are all involved in Omegan-related activities. At one time, there were as many as 22,800 Alliance operatives in the US alone. However, your technological progress over the last 20 years (with a little "help"), especially in communications and computers, has provided us with the ability to combat the Omegan forces far more efficiently with far fewer field ops. The primary reason is that the Omegans have embraced it to make their activities less taxing on their comparatively limited resources. In doing so, they provided us with a way to "wiretap" their operations. By using data and communication systems that are compatible with those of Earth, they have exposed a weak spot in their armor. To be sure, their encryption methods are superlative, but the 140 Alliance cryptologists assigned to Earth are up to the challenge. One section of the CalComp computer facility has been devoted to the sole function of dealing with Omegan encryption methods. They are aware that given time, we can crack any encryption that they can create. And they in turn are playing the game by constantly altering their codes. It has become a contest. One method that they employ is sending portions of communications over numerous routes. We can monitor all those routes and accumulate the parts, but the challenge is assembling them in the correct sequence and then decrypting the whole. To say that it is time-consuming is to grossly understate it. Even with our computers, it involves many hours, There is a considerable respect in our cryptology group for their Omegan peers, and it is most likely shared on the Omegans' side. They are scientists. In a different reality, they would spend long hours in lively discussions and camaraderie. Omegan field operatives. Since the topic of this portion is operatives, it is reasonable to provide an overview of the Omegan counterpart. In terms of headcount, they vastly outnumber us. We of course have no reliable figures, but our analysts estimate no less than 500,000 of them worldwide, with at least a third of them in the United States. Unlike the Alliance team, which is primarily devoted to covert action within your society, the majority of Omegan field ops are what you would call "enforcers", with some estimates placing their numbers as high as 70%. They are engaged in deep-cover activity within your governments, militaries and scientific fields, but the Omegan SOP is to deal with their opponents swiftly, violently and without mercy. This is alien to Alliance practices, and we are at a distinct disadvantage. The Omegans' routine murdering of anyone whom they capture keeps our ops in a constant state of alertness and caution. After a time, that can take a heavy psychological toll on them. For that reason, field ops are assigned on a rotating basis, with an average of two months in the front lines and one month in non-confrontational activities. There are some with higher levels of resistance and stamina, but we ask no more of them. We find that there is a considerably higher percentage of enforcers in military fields than in government or science. One supposes that it is reasonable to expect it, given the nature of the occupation. That knowledge does not make our task easier, and Alliance ops have been killed in university and corporate settings. The Syndicate. At this point, we must introduce another group into the equation. The following information was provided to Bob in 1988 and updated on 1 January 2007. We have asked him to quote it here. There is a conflict of literally interstellar proportions being waged at this very moment. This confrontation is on 23 planets (there were 17 when the info was presented in 1988; 6 have been added since then) within this quadrant of our galaxy. One of them is Earth. The "dark forces" are known as "Omegans", a somewhat inaccurate but adequate translation of the Galinguan name used by this force. They use the English term themselves, and it is therefore the official Alliance designation for them. The Omegans are under the watchful eye and limited aegis of an organization of worlds of vast power and resources, known to the Alliance as "The Syndicate". The Alliance adopted the term from English to represent this body (otherwise unidentified), which operates in an organizational manner suggestive of our world's criminal superstructure. The Syndicate is not per se criminal, but rather is coldly, relentlessly opportunistic. Their driving force is the acquisition of wealth and control. However, they have no moral code to prevent them from using means that we would define as criminal. They offer support to other groups if they see in it an opportunity for gain, whether short- or long-term. Their backing of the Omegans is seen as a means to gain footholds within the Confederation sectors. The Confederation's strict, inflexible adherence to non-interference directives leaves them "ripe for plucking". The Syndicate does not provide direct military support, but they underwrite military forces as required in the pursuit of their goals. The Omegans are rarely found in Alliance sectors, inasmuch as the UWA is not bound by a strict interpretation of the Non-Interference Directive, and their incursions would be forcefully repulsed. The ongoing conflict is not, in our terms, a "hot" war on these 23 unaligned worlds. Rather, it is a protracted test being conducted by the Syndicate to determine if the Omegan forces can wrest control from the Alliance, which, while not officially representing any of these planets, has infiltrated them en masse to repulse the incursions of the Omegan influence. If the Omegans succeed, full Syndicate support is assured, and the results are fearsome to contemplate. This activity is, per the rigid guidelines established by the Syndicate, to be covert on the 23 planets, although open hostility outside these arenas is sanctioned, and has resulted in a number of "firefights" on a scale that beggars our myopic, parochial understanding of warfare. Should the confrontations on any of these planets become actual war, the Syndicate will withdraw its support, and the Omegans know this would result in immediate extermination at the hands of Alliance military might. It is problematical whether the Alliance could defeat the Syndicate in full warfare, but the best estimates of Alliance tacticians, and the scant information filtering out of the Syndicate from a small group of agents, suggest that they have no more desire than the Alliance to test their worth in combat. In itself this is considered a plus for the Alliance, because reservation on the part of the "dark forces" is usually interpreted as awareness of internal inadequacies that render a sure victory unlikely. In a letter to Gabriel Green dated 23 October 1983, this info was provided by us: For your consideration, this analysis: the Omegans are an arm of the Syndicate, and they receive their backing, BUT, like Cuba is to the Russians, the Omegans are to the Syndicate. Earth is located almost centrally in the combined region controlled by the Federation and the Alliance, ergo is spatially isolated from the Syndicate-controlled areas. The Alliance feels that an out-and-out attack on Omegans here might provoke the Syndicate enough to spur them into rash responses that could well develop into the interstellar war I mentioned earlier. The approach must therefore be to deal with the Omegans in such a way as to convince the Syndicate that they aren't worth wasting all that energy and material to bolster them. The Alliance is capable of creating the necessary impediments to Omegan operations elsewhere in the galaxy, but what must be done on Earth ... amounts to guerilla warfare, They must be undermined and their influence abated and ultimately destroyed WITHOUT precipitating a retaliation that would blast Earth back into the stone age. It is the Alliance's suspicion that the Syndicate will not risk a massive confrontation in which their losses will be as devastating as ours, and that they would probably not win in the end, if the source of the conflict is a far-flung group that cannot demonstrate that it merits such support. The Alliance has had informal contact with the Syndicate since that was written, and they have indirectly confirmed our analysis of almost 25 years ago. They are not interested in a military encounter with the Alliance, which has grown far more powerful since then. The elision in the quoted text above is due to a reference that later proved to be grossly in error. We asked Bob to delete it. Prognosis. Despite the setbacks and handicaps, the Alliance is confident of eventual victory. We have on our side the fact that the Omegan program on Earth is over two centuries old, and they have invested vast resources here. Thus they are zealously avoiding any action that would expose them to your people or merit direct Alliance action against them. That would of course wipe out their centuries of work and result in massive, possibly unrecoverable damage to their operations on other worlds. An Alliance response here would be extended to them as well. The result would be a bloody war that would ultimately result in their destruction as a military force if not as a whole. One other factor dominates their thinking: if the Syndicate abandons them, they are lost. They are many things, but the Omegans are not fools. This is not by any means a soon-to-be-resolved situation. Both sides are in it for the "long haul". It will take years and perhaps decades to achieve the release of Earth from the Omegan death-grip. However, the stakes are so high that it must be brought to a definitive conclusion. Compromises and truces are not options. This is a winner-takes-all situation, and the Alliance does not accept defeat. The Omegan influence on your world will be felt for years to come. They will if anything grow bolder and more dangerous as you develop new technologies that will aid their program to create a mighty fighting force for the conquest of peaceful worlds. Expect to see militarism increase as you are steered in the direction that your Omegan masters want you to travel. As we pointed out, their program relies on maintaining worldwide tension and unrest while you are pressed into their evil mold. A world at peace is a poor candidate for becoming an interstellar army. Closing. That concludes this report. No further communications of this type will occur unless the situation changes sufficiently to merit updates. Suffice it to say that the people of Earth are incapable of direct opposition to the Omegans. Any attempt to confront them will be a fatal error. They need you, but they don't like or respect you. If you annoy them, they will kill you. Let us fight the battle. Be content with knowing what is going on. Va i luce eno nol si unir. Elder Master KALEN-LI RETAN. Project Terra Controller. SECTION 5. Terran Base Reactivations – 2009,07, 18. The information below was provided by Elder Master KALEN-LI RETAN on July 18, 2009, via encrypted email from PlatoCom. He directed that it be posted as an addition to the Project Terra Status Report. The following underground facilities were approved for reactivation, and were recommissioned in 2008. This decision was in response to increased tension in the regions that they cover, which our analyses determined to be the result of intensified Omegan operations. The sole function of the facilities is to provide communications, logistical support and materiel services for the Field Operatives assigned to those regions. EuroCom is under the authority of MassCom. AsiaCom and MECom are under the authority of CalCom. The Field Operatives count is based on these numbers from the previous page, plus added personnel as approved by the Project Terra team, listed as Other: AsiaCom: China (PRC) – 6812, India – 1384, China (Taiwan) – 1182, Japan – 1075, Other – 1120, EuroCom: United Kingdom – 3280, France – 2050, Germany – 1516, Other – 970, MECom, Israel & Mideast – 5733, Other – 1830, AsiaCom, Terran Region Asia, Base ID Code AsiaCom, Recommission date, 2008/03/22, Location, China east of Beijing Base personnel, 3,200, Field operatives, 11,573, Controller, Master Elak Moras, EuroCom, Terran Region, Europe, Base ID Code, EuroCom. Approved for release on July 18, 2009. Elder Master KALEN-LI RETAN. Project Terra Controller. ArKay, Questions and Answers, 2009, 01, 02. The following communication was conducted via computer on January 2, 2009, an excellent way to begin the new year. ArKay fielded the questions. Q: Good morning, gentle brother. Thank you for consenting to engage in the first communication of the new year. To begin, in reading over your communication titled "A Mission to Earth", I read this comment: It was determined that it was not wise to allow our probes to detect the presence of life other than on Earth, which they determined by our trajectory was our destination. The probes were "jammed", as you say. Could you expand on the phrase, "to detect the presence of life other than on Earth"? A: Kalo to you, my brother. The non-Terran life in question was based in the Confederation facility under the surface of Mars that has been mentioned in other communications over the years. At that time it was new, and was operating on a limited basis as construction continued. It was begun in your year of 967 A.D., and was completed in 971 A.D. During that time, the Ceres base mentioned in the communication was the primary Confederation facility. Once the Mars facility was fully operational, the Ceres base was closed and dismantled. The Confederation also had and still has a base located on Pluto, primarily for scientific research and limited military activity. It has a personnel contingent of about 300 individuals. We know nothing of its details. The Confederation has offered no information and we have not asked them about it. It poses no threat or impediment to Alliance operations. Q: One thing undiscussed in the same communication is whether Korendor had any information at all about Earth other than its being an apparent source of radio signals. Did your pioneers go on their 508-year voyage not knowing what they would find when they arrived? A: I had contemplated including some relevant information on the subject, but decided that it would serve as an interruption in the narrative. This is a good time to address the matter. Although we had not ventured into interstellar space, our space program was well advanced. As part of our scientific activities, we launched a string of 20 Palomar-sized telescopes into a roughly 120,000-mile-diameter orbit above our world. Anyone familar with telescopes knows that the limit of angular resolution of an optical instrument is primarily determined by the diameter of the light-collecting optics, or its "aperture". The larger the lens or mirror, the higher the potential resolution. Obviously, the premise of a mirror 120 thousand miles in diameter is ludicrous. However, that isn't needed. The same effective diameter can be achieved by an array of far smaller instruments working in unison, transmitting their images to a central computer that coordinates the signals and creates a composite that is equivalent to a single image from a telescope of that diameter. The principle is known to your scientists as "interferometry". Note: see these Wikipedia pages for information: Angular Resolution. Radio telescope. Astronomical interferometer. Aperture synthesis. Because of the angular resolution that is possible with an instrument of such a large "baseline", and because your solar system is not seen on edge from Korendor, we studied it quite extensively. We easily determined the size and mass of your sun and therefore the masses of your planets by their orbital radii and periods. Earth is nearly centered in the "habitable zone" of the sun, and spectrographic analysis determined that Earth contained all the necessary elements for life. We realized that the transition from Korendor to Earth could not be done immediately, but since we had over half a millenium, we slowly altered the ship's bio-environment to accustom our people to at least some of Earth's expected characteristics. We did not have an accurate analysis of your atmosphere, and we thus retained our own for the duration of the journey, assuming that it could be addressed once we arrived. The referenced communication explains the other details. Q: Since you assumed that advanced life existed on Earth based on the reception of radio signals from our system, was it perhaps incautious to assume that you would be welcomed here? A: In retrospect, yes, it probably was. However, hope stirs endlessly in the human heart, and coupled with the fact that we had never encountered beings from beyond the Korena system, we had no standard on which to base a decision. We therefore made an assumption that was incautious, but your people have a saying: "Fools rush in where angels fear to tread." History has shown that our choice was good, but as another Terran bon mot observes, hindsight is always 20/20. Q: How long after the launch of the explorer ship was it before you achieved interstellar travel? A: I am anticipating your next question. We began it in earnest about 50 of your years after the launch of the Earth mission. However, we were restricted to sub-light speeds and thus confined our exploration to nearby worlds. This spanned about 300 Earth-years. Once we developed "sub-space", it was nearly 70 Earth-years before it became practical enough to use it with any level of confidence. And even then we did not engage in long journeys. Until we had set up the prerequisite network of marker beacons, we were "flying blind". Therefore we spent another hundred of your years establishing the network over a radius of about 500 light-years by your measure. Would you like to ask the expected question? Q: I was going to ask if you had sent crafts in our direction to catch up to your explorer ship, but I can see that it would have landed before that could have happened. A: Then I was correct in my assumption. I can say that we did send a scouting mission to Earth in your year 1095, but we found no trace of the ship or its crew, primarily because we looked in the wrong places, and the disassembling of their ship had eliminated their long-range communication systems. We had no certain knowledge that they ever arrived here. And the primitiveness of your world in those times disheartened us. We had no incentive to conduct an exhaustive search. We sent probes sporadically over the centuries, but made Earth a low-priority destination, until your technological level had increased to a point where your world became of interest once more. We established an ongoing presence on Earth in 1955. Our first contact with you six years later is explained in the original series of contacts. We have not mentioned it before, but our discovery of the Tibet landing site occured in 1973, after we had pored through hundreds of ancient volumes for any small clue that would help us to locate the hallowed ground. We found veiled references to gods who came to Earth in fire and thunder and lived in Tibet on a sacred mountain. With that information, we performed an exhaustive search of the Tibetan mountains—the one area on Earth that we never considered as a likely place for landing—with a variety of sensitive scanners. After a month of looking, the site was at last revealed. Our excitement and joy were tempered by the discoveries that I described in my communication that you cited at the beginning of this session. However, we were resolved that it would live forever in our history. We photographed and recorded every square inch of the base, removed the remains of those brave souls, their volumes of records, their personal effects and everything else of value. We then sealed the caverns forever. And with that we brought the mystery of their brave quest to a reverent end. They now occupy a hallowed place in Korendor's Museum of History in Vrell City. Q: Do you have any opinions on the results of our election? A: We don't involve ourselves in Terran politics, since we value our sanity too highly. But on a global scale, man seems to have an obsession with increasing the size and power of government at all levels. The nations that actively seek to limit the size and power of their governments are few indeed. The overwhelming majority of Earth's people seem willing to surrender their freedom and rights in return for an illusion of safety and security. This is in direct opposition to the nature of the human spirit. When the fire of liberty is quenched in the human heart, and self-sufficiency gives way to dependency, there is little hope for the future short of rebellion by the few who will not submit to tyranny. Your nation is unfortunately an example of what one of your historians, Jim Nelson Black, wrote in his book entitled, When Nations Die: Ten Warning Signs of a Culture in Crisis: (1) Increasing lawlessness; (2) Loss of economic discipline; (3) Oppressive bureaucracy; (4) Decline of educational excellence; (5) Weakening of cultural foundations; (6) Loss of respect for tradition; (7) Gross materialism; (8) Gross immorality; (9) Decay of religious belief; and (10) Devaluing of human life. And there is another list often attributed to Alexander Tytler. Though its authorship is unknown, the list stands on its own. The average age of the world's greatest civilizations has been 200 years. These nations have progressed through the following sequence: From Bondage to Spiritual Faith. From Spiritual Faith to Great Courage. From Courage to Liberty. From Liberty to Abundance. From Abundance to Selfishness. From Selfishness to Complacency. From Complacency to Apathy. From Apathy to Dependency. From Dependency back into Bondage. Can you see the above lists being fulfilled in your nation? The second one is especially relevant, since it describes what happens when people are willing to allow themselves to be shackled as long as the chains are applied slowly and with only a little inconvenience and discomfort. Your nation was born in a revolution against a tyranny from across the sea, and now you seem willing to submit to a tyranny imposed from within, as long as your people can be deceived that it's for their benefit. I say to you that you had best hope that the lovers of liberty are abundant enough that your nation is not beyond recovery. I must now end this communication, my brother. We shall have many more such opportunities. Va i luce! And va i luce to you, brother ArKay! ArKay Questions and Answers. 2009, 03, 05. The following communication was conducted via computer on March 5, 2009. ArKay, the semi-official spokesman for Korendor and the Alliance, took the questions. BR: Good morning, my brother. In transcribing the events of my personal visit to Korendor two years ago today, three questions arose that perhaps you can address for me. AK: And good morning to you, brother Bob. That was quite a visit. Have you recovered yet? BR: No, and hopefully I never will. AK: How can I help? BR: The first one that comes to mind refers to the wood used as siding of Karlon-Remik's home. In your communication of October 16, 1988, you sent this information: Getting away from the developed areas of my planet, we find huge spans of forest, several of over a million square miles each, and many in the tens of thousands. These are essentially untouched, although this was not always so. We had an extended period of random deforestation, because we found in wood an excellent material for construction on Korendor and elsewhere. For a time, we were a primary supplier of wood products to many of the worlds in Korendor's region of space. Then, about a thousand of your years ago, we began to realize that in our heedless harvesting of our forests, we were setting ourselves up for an ecological cataclysm. Despite the enormous profit we were reaping, we reversed course, about twenty of our years short of irreversible disaster. The signs were all there for many years before we took action. Slowly increasing air pollution from our use of combustion for energy, increased levels of carbon dioxide in the air, all the symptoms of a world gasping on the very edge of environmental death. When the change came, it was swift and certain. We banned exportation of any wood products, eliminated them for our own construction, and undertook a vast, world-wide program of planting new trees. We vowed then that never again would we interfere with nature's handling of its forests. It was an action that caused great economic upheaval, but we created a new material out of vegetable fibers that, although it had none of the beauty of wood, was much stronger. In the end, this new material proved a far greater profit-maker. The Infinite One does have mercy for blind fools. Karlon said that the wood predated the ban, so I assume that there are warehouses that contain supplies of wood that were not shipped because of the policy change. Am I correct in that? AK: Yes. The prohibition left a large amount of processed wood in storage. In terms familiar to you, there was an estimated 850 million board feet of lumber ready for shipment that remain unshipped. It has been used for small projects since then, such as the wooden siding of Karlon's home. I must modify my statements in that communication. Although we ceased the massive harvesting of trees, proper forest management practices call for the removal of dead and old-growth trees, and limited harvesting in areas where they have become too dense for proper growth. These provide the raw materials for a profitable lumber industry for use on Korendor. In rare cases, clear-cutting of small areas is approved for specific purposes. Typically they are replaced by new trees planted in other areas. BR: Thank you. I thought as much, but it's good to get it from those in the know. Next question: Astra and I spent some time on Amar in an observation deck that looked out on Korendor. I am assuming that in order for the facility to have any practical value for visitors, Amar's rotation is synchronous, with the same side always facing Korendor, as our moon is with Earth. AK: Amar and Kalda both have synchronous rotation. This is actually common amongst large satellites of planets because of tidal locking. Renir is not locked but is slowing down, and presently completes about 2.53 rotations per orbit. Kimar, the retrograde oddball, rotates so slowly that it requires almost 853 orbits for one rotation. Unlike your moon's orbit, Amar's is far less elliptical, with an eccentricity of 0.0027108. As a result, the libration effect is far less pronounced. Thus the position of Korendor in the windows is essentially fixed not that you and your lady were likely to be contemplating such matters. BR: We didn't, my brother. One last question: what would be the average weight of adult Korendians on Earth? AK: Our average height in your measures is about 4 feet tall for the men, and about two inches shorter for women. Thus our body mass is substantially less than yours. However, due to our stronger bone structure and muscle mass, we would average about 40 to 50% of your adult weight on Earth. We would enjoy being on Earth, aside from the atmospheric difference and the fact that your civilization is built around your adult stature. On the other hand, an Earth person on Korendor would be hard-pressed to deal with our gravity, which is 3.2 times yours. A 200-pound man would weigh 640 pounds on Korendor, and he would be in a world where everything is constructed for the equivalent of eight-year-old boys. I have a question for you, brother Bob. Given the nature of your three-day visit to my world, do you intend to post your record of it on your website? BR: That's very difficult to answer. It was intensely personal and emotional, and I'll have to think long and hard about making it public. If I decide to do so, you good people will be the first to know. And if I do so, it will be the final installment on personal experiences. The events that followed it will remain private. AK: Understood, my brother. Go in peace and light. ArKay Questions & Answers 2009, 03, 21. This is the third in an ongoing series of exchanges via computer with ArKay of Korendor. It occured on the morning of March 21, 2009. As usual, the delays between the questions and the replies are omitted. BR: Good evening, brother ArKay. A few items came to mind as I was perusing the TerraKor Files pages. Are you prepared for the grilling? ;-) AK: Fire away, brother Bob. BR: Question #1: whenever person-to-person communications via implants occurs, the recipient always hears the speaking voice of the person on the other end. After 20 years of routine use, it finally dawned on me to ask how that happens. AK: That was a gem, brother. I never thought about it, either. Tren-Kelar, our implant technologist, provided this information. The implants are, as is said on Earth, "hardwired" into specific areas of the brain depending on the particular functions. Speaking now of the brains of Earth people, for personal communications via implant, the received signals are sent to the primary auditory cortex [Note: see full information here] in a format that exactly simulates the signals from the auditory nerves. In effect, the recipient "hears" the voices exactly as he or she would through their ears. The sender's verbal thoughts are processed by the implant and encoded with the vocal characteristics of the person's normal speaking voice. It has its limitations, of course. One cannot shout or whisper via implant, nor can the effects of emotion on one's voice be encoded. However, for the type of communication for which it was designed, it is very effective. The addition of the "voice" of the sender in the sixth generation of implants added a personal element that was absent in the earlier generations. Those familiar with the voice of HAL 9000 in the film, 2001, understand how the previous generations sounded. The change greatly enhanced their usefulness. One thing that we insisted upon in the design of this function was that the recipient must be notified prior to the message that it is via implant. The effect of suddenly hearing a voice while alone could be startling. I assume that your question has been answered, brother. BR: Thanks. And give my kudos to Tren-Kelar for his concise reply. Question #2 is a bit tougher, my brother. In your communication entitled, "Earth - A World In Peril", dated October 21, 1988, you gave an extended discourse on the dangers of man-induced climate change. Yet 20 years later, Master KALEN-LI RETAN responded to my question about it this way: Q: What is your opinion of the concept of man-caused global warming? A: You have a fitting term for it: junk science. Thirty years ago, "scientists" were issuing alarms about an imminent ice age. That never came to pass. And the fearsome scenarios invented by the global-warming alarmists will also fail to come. Your world and your people have "weathered" previous extremes, and they will continue to do so. AK: May I plead the fifth here, brother? :-) I've just read both items that you are referring to here, and there is definitely a conflict. KL: If I might join this conversation for a moment, it should be pointed out that our brother ArKay's comments in 1988 were based primarily on what Earth's most vocal advocates of what you call "anthropogenic global warming" were saying at the time. We had done no scientific study of the issue, and thus had no objective data on which to formulate our position. Our assumption at the time was that your scientists were good, impartial researchers, and we trusted their data and their judgment. As the years passed, it became increasingly obvious that behind the self-styled "environmental movement" was a purely political mindset that rendered the objectivity of the scientists suspect. We also discerned that attempting to base our views on events in Korendian history was at best flawed, and that there was little correlation between our worlds. We therefore initiated an analysis of the available data based solely on our own scientific knowledge. We have reviewed everything on this subject from both sides of the issue, and our conclusion is that although man's contributions to the "greenhouse gases" have a small effect on global climate, they are overwhelmed by purely natural influences. You cannot cause Earth's climate to change in either direction. Rather than utterly wasting vast amounts of time, effort and expense in "fighting" climate change, you should be preparing to deal with the consequences of any unavoidable shifts in a reasonable, logical manner. The fact that your activists have all but abandoned the term "global warming" in favor of "climate change", and are now using hyperbolic rhetoric such as calling their opponents "deniers" — a shameful equation with those who deny the Nazi Holocaust — is strong evidence that they are aware that their strident alarmism has been refuted by real science. There is an axiom that applies here: if you have the law, argue the law; if you have the facts, argue the facts; if you have neither, assail your opponent. When those who question the "science" of global warming are personally attacked and ridiculed for opposing the "consensus", it is unarguable that science has been abandoned in favor of ideology. Our brother ArKay has long since reached that same conclusion, but since his series of communications to you was never released, there was no need to address it. Now that your website has brought his 1980s messages into the public forum, it is good that this matter was raised so that it can be dealt with in a timely manner. Proceed, gentlemen. Va i luce! BR: Thank you, Master. Go in love and light. AK: Indeed! Thank you, Master. Shall we continue, brother Bob? BR: Here's item #3 on the agenda. This is from my record of the PlatoCom tour of 1987. If I had the merest shred of doubt that the Alliance was committed to a long-term, all-out campaign to rid us of the Omegan influence, it was being rapidly erased. This spectacular base, the product of millions of man-hours of work and a mind-boggling financial outlay, was but one base out of seventeen in this solar system. Moving ahead two decades, that Status Report sent to me in 2008 lists a total of 9 bases in this system, six on Earth and three on the moon. What was the disposition of the other 8 bases? AK: As the Status Report noted, the base under Archimedes was "mothballed", shut down but preserved, with only the transit tube facility left operating as a way station in the Plato-Copernicus system. The base can be reactivated in a few days if required, but thusfar we see no rationale for doing so. Only MassCom and CalCom remain of the original network of bases. All others were dismantled and returned to the elements, as it were, either flooded if under the ocean or collapsed if under land. They were rendered obsolete as our purpose here was drastically altered to address our rethinking of the Omegan presence. The far-flung base network became unnecessary when our operations were focused on that single activity and your rapid development of computerized networks made our communication tasks far easier. MassCom and PlatoCom now provide all the services and facilities that are needed, and they complement each other. They and the four small bases listed in the Status Report are all we require to carry out our programs. Lastly, of the 17 bases mentioned, two were small single-purpose facilities on Mars. They have also been dismantled. ArKay Questions and Answers. 2009, 07, 05. The following communication was conducted via computer on July 5, 2009. ArKay took the questions. BR: Good evening, brother. In looking around at the various Web references to Korendians, I find these two lines. "Many of the contactees who have allegedly encountered the 'Korendians." "Robert Renaud is one of the main 'Korendian' contactees." I've addressed this in passing elsewhere, but would you be so kind as to put the official kibosh on them? AK: I shall indeed. As of the date of this writing, July 5, 2009, we of Korendor and the United Worlds Alliance have not communicated with any other Terran than Bob Renaud in an "official" capacity, that is to say, as outsiders to your world. There are no other Korendian/Alliance "contactees, although a few have made that claim. We do frequently interface with your people. We have done so for most of the 48 years since we revealed our presence to our brother Bob. However, with 17 exceptions, it is not nor has it ever been as "aliens". The exceptions were with highest-level government, military or scientific personnel. BR: Thank you. What's your opinion of the United States space program seemingly going backwards from the shuttle program to glorified space capsules of the kind used in the beginning? AK: What I am seeing is a waning of interest in scientific competence, research and exploration. When your nation is seriously contemplating a multi-trillion-dollar expenditure on a foolish, futile attempt to alter natural climatic changes, and the advocates of that nonsense attack scientists who actually understand the issue, I fear for the scientific future of your country and your world. While that supreme folly is being pushed, the real science being done by NASA is in danger of termination because of shortsightedness. Apparently, spending trillions of dollars on tilting at windmills is acceptable, but a few billion invested in programs that have returned practical as well as purely scientic knowledge is now considered wasteful. A culture beset by that anti-scientific mindset will never advance. BR: Have you ever spent some time viewing the many UFO and contactee videos on YouTube? AK: Only to a very limited extent. There are hundreds of them, but they quickly reveal a dreary sameness and a lack of insight. Most of the UFO-related clips are more interested in repeating the same imagery and conspiracy theories than in doing serious investigation. As for the contactee material, I will refrain from critiquing it, inasmuch as my opinions might be construed as uncomplimentary. Suffice it to say that it is in many cases counterproductive, evoking ridicule rather than interest. We are aware that your policy of avoiding public appearances and interviews has occasionally been described as trying to create a "mystique". I say to your readers that we have always fully supported your decision to stay out of the convention and speaking circuit. Our operations do not require the support of your people, nor even their awareness that we exist. Our purpose has been and continues to be the physical removal of the Omegan influence from your world. We are not here to initiate "ascension" and alter Earth's "vibration". There is nothing "spiritual" about it. We leave that piffle to those who are interested in it. YouTube is a good place to find diversion, but one should not expect enlightenment. View the UFO and contactee videos with that in mind. BR: On the lighter side, this photo is of a taco house in North Hollywood (image source). Have any of your California crew ever dined there? AK: Stand by for a few minutes while I research this weighty matter ...... CalCom has just released this official press statement: While it is not in accordance with standard Alliance protocol to provide references for Terran business establishments, we do confirm that the cited dining facility has been visited on several occasions by both base personnel and field agents with a taste for Mexican cuisine and a desire to patronize openly alien-friendly commercial ventures. Taren Lora, CalCom Personnel Section. I hope that this has satisfactorily addressed the matter, my brother. BR: Thank you, good sir. It has been entered into the official record. Va i luce. ArKay Questions and Answers, 2011, 04, 18. The following communication was conducted via computer on the afternoon of April 18, 2011. ArKay took the questions. BR: Good afternoon, my brother. Since we haven't engaged in a Q&A session since 2009, it seemed like an appropriate time for an update. Thank you for agreeing to this. The first question, as might be expected, is this: what is the present status of the ongoing conflict with the Omegan forces? AK: We are not as far along in our efforts to drive out the Omegan infiltrators as we had hoped to be. As noted in other communications, they had a "head start" on us, so thusfar we are playing "catch up". We have made great headway, and at the moment the Omegans are in defensive mode, spending more time, effort and resources on combatting the Alliance than on their intended program of grooming Earth to be a warrior force. This is to our and your advantage. They had established deadlines for several phases of their operations, and our deep operatives have reported that the deadlines of all but two of the phases have been either pushed back, or suspended. The two phases are their most crucial operations. They have diverted time, personnel and materiel from other phases to keep the two on time and on target. The Alliance has in turn shifted its primary focus to those two activities. We might not stop them, but we will, as your British idiom says, throw a spanner in the works. Subterfuge and sabotage are effective weapons. BR: Thank you, good sir. Next question: how many planetary systems within a 5000-light-year radius could the Kepler Mission satellite detect if it had a full-sky view? AK: Based on the technology of occultation of a star as a planet transits its stellar disk, about 0.0087% of all planetary systems within the 5000-light-year radius are aligned such that their orbital planes are "on edge" with respect to Earth. The rest cannot be detected by the Kepler technology. To make the point clear, were the Kepler satellite in orbit arounds Korendor, your solar system could not be detected by it, since Korena is well away from the extension of the orbital plane of your system. Kepler's technology is highly advanced, but by its nature, it is limited to a very small percentage of planetary systems. There are other technologies for detecting "extrasolar" planets that are in use, but they are as yet not sophisticated enough to find more than a few of the many planetary systems, and are incapable of detecting Earth-sized planets, the quest of the Kepler Mission. BR: Thank you. How are you good people doing on the installation of the implant network? Any setbacks or problems? AK: Due to a major technology upgrade, a large part of the installed network was rendered obsolete. The new implant version is, as your techies say, backward-compatible with the existing transponders, but they are rapidly being replaced. The worldwide network is now about 7% complete, with the focus being on urban areas and world "hot spots" where Omegan activity is intense. Most of the "rural" areas are still without service, and there is as yet no logical basis for extending the network to "third world" nations and undeveloped areas. As might be expected, the installation of the system is hampered by being forced to install it without the awareness of the populations and governments of the areas where it is needed. Were Earth an Alliance protectorate, the network would have been complete several years ago. The disasters that befell Japan severely set back the installation of the network in that country. We are now waiting to determine what course Japan will take. We will resume the installation once we have definite information. BR: Have any of your transponders been discovered by Omegans or Earthians? AK: They are undetectable by any existing non-Alliance technology, including that of the Omegans, but several have been found purely by chance, such as during demolition work that had not been anticipated when they were put in place. Because they self-destruct when tampered with, the authorities had nothing but mysterious lumps of trash to study. No doubt they have been packed into cardboard boxes and stored on a shelf in some out-of-the-way warehouse. BR: Thank you, my brother. Va i luce. The following communication was conducted via computer in the afternoon of August 3, 2013. BR: Good afternoon, my brother. It has been over two years since we last communicated for public dissemination. This question was evoked by a YouTube video featuring Gerard Aartsen, titled, "Space Brothers Here To Help - The UFO Contactee Movement". Are you familiar with that one? AK: It is known to us, brother, although I won't go into detail about what the gentleman relates. Suffice it to say that some of his views are, as you might say, "off the wall". He presents useful information, but it is colored by the "far out" commentaries. BR: Okay. That aside, he made a point that the rate of sightings in the past few years has increased noticeably. That point has been verified by the RSS feeds from a couple of UFO update sources. My question: is the Alliance in any way involved in that uptick in sightings? AK: Our position on public appearances has not changed. We are not involved in the "gee whiz" aspects of the dealings with your people. Colorful displays of lights in the sky would serve no useful purpose in our program. We are aware of who is responsible for those sightings, and we have communicated with them about their rationale. They have provided no solid arguments in favor of such a policy, and we have concluded that they do it just because they can. In a way, it is the alien equivalent to the flasher who opens his topcoat to startle passers-by with a brief glimpse of his shortcomings. It has no value other than to give "serious" UFOlogists more data for their long, repetitive, and ultimately worthless lists of lights. In short, no, that alien exhibitionism is not of our doing. BR: Thank you, good sir. Va i luce. ArKay Questions and Answers. 2013, 10, 16. Our brother Bob mentioned in passing that he would like us to comment on several frivolous notions that are found in the scores of "new age" websites. It is my honor to do so. Myth #1: Were Earth to be destroyed, it would severely impact the universe. This is a fairly common "urban legend" amongst the purveyors of alien mythology. Apparently, their "contacts" claim that Earth is the focal point of creation, and were it to destroy itself, the universe would collapse. These stories can be compared to the solarbanite (or solaranite, depending on who says it) of Plan Nine from Outer Space. One hates to rain on their parade, but if your planet were to vanish, the universe would not notice its passing. Worlds have been rendered lifeless or destroyed by natural cataclysms such as nova bursts and black holes for billions of years. The Alliance and Confederation would note the event, but the universe would go on. Myth #2: Aliens are afraid of humans. This is a relatively rare assertion, but diligent searching can find it. It is more often implied than stated. To be sure, the intended purpose of the Omegan presence on Earth was to shape your people into a fear-inspiring interstellar war machine. That evil goal has largely been kiboshed (I do like that word), so the dire goal of the Omegans is no longer a serious concern. You are thus not a significant peril to any other civilization. There are some who advise wariness about your innately warlike nature, which was one of the major factors that made you of interest to the Omegans. Their concerns have value, but the arguments that it is a rationale for isolating your world from the rest of the galaxy have been shelved by both the Alliance and the Confederation. Myth #3: Aliens need human aid in the quest for bringing a final peace to Earth. We have addressed this notion before, but since it remains prevalent in the ramblings of many "channeled" messages found on numerous websites, it warrants another comment. This is what you are expected to believe: Earth is under the watch of various godlike beings in massive spaceships (or "lightships", whatever that means), in charge of fleets of crafts numbering in the thousands if not millions, who cannot do anything for Earth unless the handful of visitors to "new age" websites get involved. I do hope that you will pardon me when I say that the premise is so utterly absurd that only new-age true believers can swallow it. The only conceivable rationale for that nonsense is that the "channels" know that they are peddling utter hogwash, for example, the sites that each proclaim to be Ashtar's official voice. They are attempting to maintain their credibility by providing excuses for Ashtar et al not doing anything to bring about the ends that they so volubly promote, despite having the alleged power to move in en masse and take over Earth. Our advice is to treat these claims with skepticism, if not scorn. The "We are helpless without you!" aliens exist only in the minds of the "channels" who write that vacuous drivel. Myth #4: The use of terms such as "vibration" to mystify the readers. While composing this section, I looked over a few "Ashtar" sites, the most common of the genre. Strewn through that dreck are the standard buzzwords. The Light: This is the standard term for the good guys in these melodramas. This undefined force supposedly has almost deific power, except when it comes to actually doing something to improve Earth's lot. We of Korendor use the expression, "Va i luce!" Translated, it means, "Go in light!" This refers to knowledge, understanding, wisdom and peace. It has nothing whatever to do with "the Light" of the new-age lore. Spiritual: The hundreds if not thousands of appearances of this word serve as notice that the aliens are not physical beings by your definition, ergo your highly sophisticated detection technologies can't find those thousands of vessels that purportedly hang around your little blue marble. Being spiritual covers a lot of arguments against their existence. "If Earth is surrounded by alien spaceships, why can't we see them?" "Well, that's because they are spiritual, on a higher plane, and therefore undetectable." We know what is up there. Ashtar and his mystical, magical space fleet are not. Vibration: Apparently this is a catch-all word referring to levels of existence and awareness. Sheldan Nidle's website "explained" it as follows: That humans vibrate at different rates has transcended the hippy realm to become part of our common idiom. We all know the difference between good or bad vibes! But what exactly does it mean? Now think of a radio. When you tune it into a band width of, for example 88.9 MHz, you’ll hear the sounds associated with that station. If you were to tune your radio to 102.5 MHz you’ll hear a new station. The old station is still transmitting vibrations but all you hear is the new station you’ve tuned into. The vibratory rate you experience is the rate to which you’re tuned. When you tune into a higher vibration you’ll find yourself experiencing a higher vibrational world that matches your upliftment. The lower vibrations may still exist but your focus is elsewhere. I would suppose that one must be a true believer to grasp what that strange comparison means. Just treat "vibration" as one of those words that new-agers must use at least once a day in order to be in tune with the Light. Ascension/Ascend: Nidle's site tap-danced around this one on a page titled, What does Ascension really mean? What does Ascension really mean? I don't think one answer can fully justify this topic. Two paragraphs later, after using "ascend" three times, the reader is left without an answer to the question, "What does Ascension really mean?" One gathers from assorted pages that "ascend" and "ascension" refer to increasing one's "vibrations". It's another of those terms that one must use frequently or be thought a new-age newbie. The above refers to commonly used terms found on new-age websites. They are loaded to the rafters with jargon and mantras and fatuity, with meaningless, stock-in-trade rhetoric that sounds lofty and important — until one seeks useful information in them, and finds himself on the proverbial snipe hunt. This is not a condemnation of the sites. One is free to believe anything, whether it's factual or fanciful. They are totally harmless entertainment. If nothing else, the sites give cynical visitors a modicum of amusement on otherwise dull days. Visit them and enjoy the refreshing escape from reality. Peace, my brother. Va i luce.
